converting ATSC usb tv cart to NTSC

just received my Artec T14A Mini USB 2.0 HDTV tuner from zipzoomfly installation works great.. picks up 8 channels,4 HD channels using the antenna.. however i can't check the unscrambled telecommunicate in my dorm.. when i cerebrate a coaxial cable to the usb device it scans 0 channels.. i think it's because it only supports atsc... is there a way i can convert atsc to ntsc
